Abstract

Marine food supply chains at the producer level continue to face significant inefficiencies, limiting fishermen’s economic potential and reducing the contribution of marine products to national food security. This study aims to develop a supply chain optimization model based on the Smart Fisheries Village (SFV) concept that is valid, practical, and efficient in supporting the Free Nutritious Meal (MBG) program. The research employed a Research and Development (R&D) method using a five-stage Design Thinking framework (Empathize, Define, Ideate, Prototype, Test), involving fishing communities in Tanggetada Village, Southeast Sulawesi, Indonesia. Data were collected through direct observation, stakeholder interviews, and participatory workshops, and subsequently analyzed using Gregory’s Content Validity Index and the System Usability Scale (SUS) for system evaluation. The results indicated a model validity score of 0.86 (very valid) based on Gregory’s analysis, while the practicality test yielded a SUS score of 78, reflecting high usability and user satisfaction. In terms of effectiveness, the SFV model increased fishermen’s income by 40% and boosted community participation by 50%. Furthermore, the model successfully ensured a diversified and sustainable seafood supply chain for the MBG program, achieving 80% progress during pilot trials in five schools. These findings confirm that the SFV model is an effective, replicable, and scalable strategy for optimizing marine food supply chains, empowering coastal communities, and strengthening national food security in support of the MBG initiative.
