Community-based tourism management has become an interesting topic in efforts to improve community welfare by developing tourist attractions in each region. One example of community-based tourism management can be seen in the management of Klangon Hill Tourism. Klangon Hill Tourism is present in community development efforts after the Mount Merapi disaster. This tourism development comes from within the community and for the community. The purpose of this study is to analyze the forms of community participation and obstacles in the management of Klangon Hill Tourism in an effort to improve the welfare of the local community. This study used a qualitative approach with data collection techniques through observation, interviews, and documentation. The results show community participation in tourism management starting from participation in management and implementation, development of ideas, utilization of results, evaluation and monitoring. The community is considered to participate actively and passively in tourism development, thus having an impact on improving welfare. Development and consistency are needed from various stakeholders for tourism management to continue.
