RESOLUSI KONFLIK PENAMBANGAN BATU ILEGAL DI DESA LENDANG NANGKA UTARA

This study examines the forms of conflict and conflict resolution associated with illegal stone-mining activities in Lendang Nangka Utara Village, Masbagik District, East Lombok Regency. The study employed a qualitative descriptive approach. Data were collected through non-participant observation, unstructured interviews, and documentation involving stone miners, a landowner, village and hamlet officials, the village-owned enterprise (BUMDes), and community representatives. Data credibility was examined through source, technique, and time triangulation, while analysis followed the Miles and Huberman model of data reduction, data display, and conclusion drawing. The findings show two interconnected forms of conflict. Vertical conflict occurs between village authorities and miners over environmental protection, regulation, and livelihood needs, while unequal control over land and mining income also creates tensions between landowners and workers. Horizontal conflict is reflected in disagreements among residents concerning the distribution of economic benefits, land use, environmental degradation, and the risks to water resources. Conflict-resolution efforts consist of socialization, mediation, and the formation of Joint Business Groups (KUB). These measures have opened communication and provided alternative economic activities, but they have not fully ended illegal mining. The village is therefore preparing stronger social control through BUMDes and an economic-magnet strategy based on tourism, local trade, and productive use of land. Using Galtung's framework, socialization and mediation are interpreted as peacemaking, KUB as peacekeeping, and social control and alternative economic development as peacebuilding. Sustainable resolution requires environmental protection to be combined with realistic livelihood alternatives, skills development, and sustained community participation.
