Abstract

This study examines the management practice of Village Fund Direct Cash Assistance (BLT-DD) in Anggaraksa Village, Pringgabaya District, East Lombok Regency, and its social, economic, religious, and political impacts. The study employed a qualitative descriptive approach. Data were collected through observation, in-depth interviews, and documentation, and were analyzed through data reduction, data presentation, and conclusion drawing, with source triangulation used to strengthen data validity. The findings show that BLT management in Anggaraksa was organized through a sequence of village deliberation, beneficiary identification, data verification and validation, determination and publication of beneficiary lists, distribution, and reporting. The village government formed a volunteer team, involved the village consultative body, community, religious and youth leaders, and coordinated with higher-level government institutions. The practice emphasized transparency, fairness, effectiveness, and accountability. Nevertheless, implementation faced limitations in village budgets, incomplete poverty data, technological constraints among some beneficiaries, and the exclusion of some households because of eligibility and overlapping social assistance programs. BLT produced direct economic benefits by helping households meet basic needs and children’s educational expenses. Socially, however, unequal access generated jealousy and, in some cases, perceptions of dependency on assistance. Religious interpretations emphasized gratitude and the moral obligation to distribute aid to eligible households. Politically, the study identifies community perceptions of possible politicization of social assistance, particularly around electoral periods. From a sociological perspective, the practice illustrates how state redistribution is mediated by local institutions, participation, social norms, and unequal access to economic and social resources.
