Abstract

Data collection on underprivileged communities in Sukamulia Village is still carried out manually on paper, resulting in data that is prone to loss, incomplete, slow to process, and difficult to access. This situation hinders decision-making and the distribution of targeted social assistance. This study aims to develop a web-based Information System (SITeMu) to support the digitisation of data on underprivileged residents, while also testing the quality of the system using the ISO/IEC 25010 standard. SITeMu was developed using a waterfall approach through the stages of needs analysis, design, implementation, testing, and maintenance. Software quality testing was conducted in accordance with ISO 25010, covering functional suitability, reliability, usability, performance efficiency, and security. The test results showed a functional suitability score of 4.15 (excellent category), 100% reliability with no failures, 82.7% usability based on an evaluation of 10 village staff, and 80% performance efficiency (category B). Security testing using SiteCheck showed that the system was free of malware and not blacklisted, with a security score of 91/100. These findings confirm that SITeMu is suitable for implementation as a village data digitisation solution. The application of the system enables more accurate, efficient, and accessible data collection on underprivileged communities, thereby supporting the accuracy of social assistance programmes and strengthening data-based governance at the village level.
