Spatial Decision Support for WiFi Installation Priority using Oreste and Location-Based Services

Selecting priority locations for WiFi installation is a multi-criteria spatial decision problem involving technical, operational, and geographic considerations. Existing studies commonly apply Multi-Criteria Decision Making (MCDM) or Location-Based Services (LBS) independently, limiting the integration of ranking outcomes with spatial decision support. This study proposes a web-based Spatial Decision Support System (SDSS) that integrates the ORESTE method with LBS to prioritize WiFi installation locations at PT Foura Inti Sinergi. The system was developed using the Waterfall model and evaluated using five decision criteria: distance to the Optical Distribution Point (ODP), installation cost, potential customer density, technician accessibility, and network disruption risk. Five candidate locations obtained from company survey data were assessed using the ORESTE ranking procedure, while LBS visualized the prioritized locations on an interactive digital map. The implemented system produced rankings fully consistent with manual ORESTE calculations and successfully integrated decision results with geographic information, enabling more efficient interpretation of installation priorities. Functional testing across 49 scenarios achieved a 100% success rate, confirming system reliability. The proposed framework contributes to spatial decision support by combining ordinal multi-criteria ranking with location-aware visualization, providing a practical approach for telecommunication infrastructure planning and other spatial site-selection applications.
