Article Processing Charges (APC) Policy
Voices of English Language Education Society (VELES) is firmly committed to open-access publishing, providing unrestricted, immediate, and free access to all published content. This model facilitates the global dissemination of knowledge, benefiting academic researchers, educators, and the wider public without financial barriers to access.
To support this commitment and maintain high publishing standards—including peer review management, editorial processing, online hosting, and long-term digital archiving—VELES applies Article Processing Charges (APCs) for accepted manuscripts. However, the journal offers special provisions and waivers to encourage international collaboration and inclusivity as outlined below.
1. Article Processing Charges (APC)
As of January 1, 2023, APCs are applied only upon final acceptance of a manuscript. This fee supports operational sustainability while ensuring content remains freely accessible to all readers.
APC Rates:

International Authors: USD 0.00 (No APC for the first international or non-Indonesian corresponding author)

Domestic Authors (Indonesia): IDR 1,500,000.00
The submitting (corresponding) author ensures APC payment upon acceptance. APCs are strictly separate from editorial decisions; peer review is conducted independently and fairly, without regard to authors’ financial capacity.

Authors should assess their ability to cover APCs before submission.

APC payments must be made by the author, their institution, or funding body. No third-party arrangements are permitted without prior written approval from the publisher.
2. Article Submission Charges (ASC)
VELES does not charge Article Submission Charges (ASC). Authors may submit manuscripts without incurring any initial fees. Submission is entirely free, though it does not imply or guarantee acceptance.
3. APC Waivers and Discounts
In alignment with the Committee on Publication Ethics (COPE) and its guidance on equitable publishing practices, VELES offers the following waivers and discounts:
3.1 Full APC Waiver

Authors with a Scopus or Web of Science h-index ≥ 15 are eligible for a full APC waiver.

The first international (non-Indonesian) corresponding author is also granted a full APC waiver.
3.2 APC Discounts

Active VELES reviewers are eligible for a discount of IDR 500,000.00 for each completed and verified peer review, redeemable toward a future APC.
Note: Waiver or discount requests must be submitted at the time of manuscript submission and are subject to editorial and administrative approval.
4. Transparency and Oversight
To ensure accountability and ethical publishing, the Publication Unit (P3MP) at Universitas Hamzanwadi regularly evaluates VELES. This review process assesses editorial transparency, financial sustainability, and compliance with best practices in scholarly publishing.
